So it's very much a family affair at Grosvenor Vale then, I still feel that there are serious underlying problems at the Club and last Saturday's result has only succeeded in papering over the cracks.

Ruislip Manor have lived on the edge for the past three seasons at least with their problems getting gradually worse and worse, they keep them very much in house and well hidden but I think the cat will be let out of the bag soon.

Minutes of 18th March meeting – approved

Agreed purpose of Haringey Allotments Forum -

1. To discuss and pursue issues of common concern relating to the improvement of the cultivation, management and provision of allotments in Haringey

2. To promote the interests of Haringey allotment holders and to take joint action for the benefit of Haringey allotment holders

3. To co-operate with any committee set up by the government, local authorities and other bodies to further the interests of allotment holders

4. To take whatever steps required with Haringey Council for the good management and cultivation of allotment gardens

Review of Forum delegation to the council executive on 21st march over rent increases – we made a very strong case (thanks particularly to Helen Steele), but the Council gave no commitment to changing its plans. Agreed that there should be no rent increase without a joint review of current services, the appointment of an Allotments Officer, and consultation over rent levels.
Issues to be presented to Council officers later in the meeting -

· Transparent allotments budget - promised in 2000 but not implemented; we need to know whom to contact about expenditure, where the money comes from, the main headings under which it would be spent and what guidelines, if any, govern decisions.

· Effective consultation and liaison with the forum and/or site committees to increasing funding efficiency
· A sample of site representatives’ experiences of council inefficiency and waste.
· Thames Water Hosepipe Ban - more accurate information was needed from the council

Revising the Tenancy Agreement - Bruno Dore requested a written response from all site secretaries by 13th June so that he could collate the suggestions and send out the results.

Developing Site Committees - agreed that it was important to ensure that each site was represented at the forum.

Date of next Forum meeting – Saturday 15th July, 11am – 1pm, Bruce Castle Musem

Discussion with John Morris, Assistant Director for Recreation Services

John Morris - Thanked the meeting for inviting him. He was heartened to see an allotments forum coming together. The parks forum was already going well. We put * and ** to him. He agreed that the allotments budget should be discussed with the forum and committed the council to doing so.

Allotments had been neglected in the past but investment in open spaces had increased over the last three years, with money coming largely from external funding which was intended for the main park sites. Last year £120-130,000 had been allocated to allotment improvements but the management had not been as effective as it should have been. The council now needed to liase with the forum to assess ongoing need. This year, £300,000 has been set aside for open spaces but the allotment allocation has yet to be decided.

Meeting - Please tell us what the allotment improvements consist of.

JM - will send a list

M - It's not enough to give a general promise that our rents will go to the Allotments Service.

JM - The rent increase has been prompted by the council's budget setting review to increase revenue and efficiency savings in order to redirect investment across the council's expenditure [i.e. Allotment rents are just part of the council's overall income. A.L.]

M - It is doubtful whether the council is allowed to do this under allotments legislation which states that "A fair rent shall be set in relation to services provided." Who decides where the allotment budget is to be spent?

JM - There is clearly a need for an equitable process. I am prepared to agree priorities in conjunction with the forum.

M – It looks as if money is only spent on the east of the borough.

JM - The council does seek to balance it out but government funding is often directed at the underpriviledged areas.

M - In 2000 when the post of Allotments Officer was abolished we were promised consultation which didn't happen. Only Site Secretaries keep the show on the road. Could we see, or be part of, the council plan for the next 3 years? 5 years? The present system of using Parks Officers to manage allotments is not working. We need an Allotments Officer.

JM - It is not just a question of one post. There is a need for overall improved management and it is being addressed.

M - Will you consult?

JM - We will be surveying a selection of allotment sites. Yes, we will consult.

M - The council is not considering our views as to what we need.

JM - Agreed. The sampling will build up a picture of the total investment need across all allotment sites. It would be too expensive to consider each site individually.

M - It seems that the council is about to hire expensive consultants when all they need to do is ask allotment reps. All site secretaries would want to be part of the survey and the decision process on spending.

JM - We would welcome that. The council will act through the forum as much as possible.

M - It is important that the same council representative should attend the forum each time to report back on action taken.

JM agreed to do so.

M - There is a real need for an individual to co-ordinate this work.

JM - I obviously need to know if area officers are not effective.

M - We all need to know our roles more clearly and to improve the conduit with the council.

JM - Is the forum aware of the structure of officers?

M - It would be useful to have it in writing.

There are serious security problems on some sites which cannot be addressed because officers are busy with Green Flag status.

JM - The council has been doing something but they are not good at informing allotment holders. There is a clear need for improvement.

M - Shepherd's Hill - Tenant admitted theft but council officer said could not do anything about it.

JM - something should have been done.

M - Courtman Road - site ploughed up, plots not marked out, so can't let them; White Hart Lane, Coles Park - inadequate fence, fire on neighbouring football pitch destroyed sheds. Council office said could do nothing.

JM - Should be possible to get the fence repaired because the football club responsible is a council tenant.

M - Rectory Farm - theft, vandalism, holes in fence; Mannock Road - fence not secure. Parks officers should be noting all this.

JM - there is a programme of inspections agreed with Site Secretaries.

M - proceedure for applying results of inspections not clear.

Review of the Tenancy Agreement

JM - The Asset Projects Officer, Nicholas Withey, will work with the forum to review the tenancy agreement. It will be applied through area teams managed by Don Lawson.

Hosepipe ban - the need for clarification was vigorously emphasised.

3praise - I assume that you are aware of the Haringey Allotments Forum (HAF), if, in the very unlikely event, you're not I attach a copy of the Minutes of one of their meetings. Can I just ask whether all the previously inadequate fencing around the ground, ie Coles Park, has now been repaired as I have recently joined the HAF and this is one of many key issues in my remit. Smithcharles42 - It's common knowledge that I live a stones throw from the hallowed Coles Park turf and spent two years trying to progress Haringey Borough who should be a Conference Club at the very least in the catchment area 'we're' in and with the partnerships and funding opportunities available to 'us'. Sadly, as a number of people will readily verify, 'our' Chairman has no interest whatsoever in progressing the Club and has, for example, turned down a lucrative friendly with Spurs and refused to collaborate with them other than to collect a signed shirt and ball for himself, refused to speak to a wealthy consortium interested in coming onboard, been through Managers like a dose of salts and only succeeded in taking the Club down to Division 1 of the SSML. The e-mail below is from the current Mayor of Haringey, kindly note the final paragraph but sadly the Chairman didn't want to know:

Thanks very much for this. I will be back in touch with you as soon as possible. I was indeed very impressed with the stadium and the work done by your Club and I am of course passing this on to my ward Councillors and others. I am particularly interested in the Saturday football coaching scheme and will be drawing this to the attention of families on my estate. In due course I would be interested to discuss with you whether and how we could apply this approach to other sports, particularly cricket.

 

I look forward to meeting you again soon. Haringey Football Club seems to me to be exactly the kind of community enterprise that we should all be celebrating and supporting.

Well obviously I want to see Kentish Town do well, when I joined the Club I was very impressed by the set up and in particular the way the players are encouraged to play the game unlike at Haringey where it's just 'kick and hope' and the team is never the same for two games running. Kentish Town have been compared to the Dutch teams of 1974 and 1978 and that's no exaggeration.
