Why not almagamate the ESL and EOL? I am sure some of the lower reaches of the Spartan have grounds worse than the Olympian League.

That way, you might give the lower teams some incentive to progress. You would have four divisions, League Cup reverts to KO and do the draw so that none of the current Step Five sides meet in the first round and the Gordon Brasted reverts to a repechage trophy.
