The reduction was made because of the "specific and unusual circumstances" which were, it seems, that noone realised that international clearance was required for the transfer of a player from a Welsh club (Cardiff) playing in an English league to an English club playing in another English league.

On the basis of the principle 'ignorance of the law is no excuse' some penalty is justified but the reduction seems to be just and reasonable to me cool

Would anyone on this forum have realised that 'clearance' was necessary?

No one on here would Natter, as in the ESL you don't have to spell a players name correctly or expect him to know when he is suspended even though he was given official notice. If your club is top of the league and your club name has a missing E on the stand this is also recognised as 'specific and unusual circumstances'.
