The position in a League for this particular rule does not come into the equation and can refer to a brand new club as I see it, at least it didn't last season but things can change all the time , though having said that look at the intended creation of the Unibond extra division where the FA are willing to feed from any club in a Step 5 league... the whole scenario can change with the wind so that is why we are very careful that we do not promise anyone anything if they are outside the normal feeder system.

sure the natural progression should be the team that win the intermediate division one and if they haven't got the grouding,the 2nd placed team and so on.we cannot have different rules every season, or bending them whenever we like.
