Was a [****!!****]-up at lower lever promotion at end of last season - Think there were 15 places available but lots more applicants. Two teams were initially in the 15, then told they were not because of ground issues but then allowed on appeal. Meant 17 teams coming up but not enough spaces - so two of the 4 divisions at step 4 had 23 teams rather than 22.
