"90. Britwell and Northborough Regeneration Feasibility Study

The Cabinet considered a report detailing the outcome of the feasibility study

into the potential for regenerating Britwell and Northborough. A draft Master Plan incorporating a range of options had been developed and reported to the Officer/Member Working Group for the project. The Cabinet was asked to approve the options to be consulted upon with local stakeholders and residents in early January, 2006.

Members present under Rule 29 asked a number of questions with regard to this item including:

• How building homes on the open space in Britwell accorded with the Administration’s environmental priorities of delivering a sustainable environment?

• Why this was being rushed through without consultation?

• Whether there were enough youth facilities as part of the proposal.

• A concern about how the proposals would be funded.

The Commissioner for Planning, Transportation and Legal Democratic Services introduced the report and stressed that, at this stage, the Cabinet

was being asked to agree proposals for consultation. Extensive work had been undertaken on the proposals for consultation and these were deliverable and would provide many benefits. The proposals had been worked up and presented to the Member/Officer Britwell and Northborough Regeneration Group for consideration prior to the report being submitted to the Cabinet.

Members stressed that the previous administration had proposed the building of the football stadium but that local people had indicated strongly that they did not want the development in the area to be associated with the football club. There had been a view that the football stadium would have taken up a large part of Kennedy Park and that it would not have been available for general community usage. The proposals in front of the Cabinet for agreement were felt to be more appropriate. It was noted that the Britwell and

Northborough Regeneration Group had agreed that, on the Scafell Road

proposal, the new housing proposed should be removed from the proposal.

The Assistant Chief Executive (Policy and Performance) undertook to remove

this from the document prior to consultation.

The Commissioner advised that the open spaces available had been looked at to make the regeneration self-financing and that no Green Belt land was to be used......

Resolved - That the proposed options for consultation, as set out in Appendix A to the report be agreed, subject to the Scafell Road

proposal being amended to remove the new housing."

Has anyone from the area heard about the consultation? Such a fuss was made about the last one.

Does anyone have definitive information about how much of the previous proposal was to have been on public owned land as opposed to land owned by Slough Estates?
