As a referee I know the offside rule perfectly:

 

"If the bloke puts the flag in the air, blow your whistle and run down the other end with you fingers in your ears shouting "lalalalalalalala""!

The trouble with the offside rule as it stands is that the linesman can never win. I hear time and time again that a Linesman has put his flag up late, when in reality he has to see which players are affecting play before he can flag.

The linesman should flag irrespective of whether the forward is interfering. Matters of judgement should be addressed by the referee.

which I suspect they would still do if they were called linesmen and not "assistant referees" - trouble is of course it's rare to find a ref who overrules a linesman's flag...

Sorry, that's not the way it works. The Linesman should flag to indicate if a player is offside, if he is not interfering with play then he is not offside.

its the linesmans job to flag for anything offside interfering or not and the refs job to make the final decision

The lino flags for the offence of being offside. Being in an offside position is not an offence, being in an offside position and interfering with play is the offence. The linesman should only flag if he feels an offside offence has been committed, and then it is up to the referee to enforce the linesman's verdict.

Exactly, and as the FA Handbook states being in an offside position is not an infringment unless you interfere with play.
