It's not that old and is hardly a proverb.It was written by Anthony Jay and Jonathan Lynn to be spoken by the ficticious "Sir Humphrey Appleby" in the equally ficticious political satire "Yes Minister" in the 1980's.

Not sure they initiated it. I think Jay & Lynn took it from the Service. It was certainly doing the rounds in Whitehall during the sixties.
