According to wise heads on confguide, though, because the AGM has passed and the line-ups for each division have been officially confirmed, the Conference would operate with 21 clubs this coming season should Cambridge United bite the dust.

Tony Theo seems to be depicting their relegation as a blessing in disguise to give the club time to reorganise itself, so you're right - it's possible that they wouldn't accept the offer of a reprieve anyway.
