Whilst the previous comments oobviously find the subject somewhat risible... the question itself is a valid one !

 

Insofar as Hornchurch FC never actually entered into a CVA, then there should not be any points deduction.

 

The ruling quite clearly states that the deduction is applied for teams entering into a CVA, not for "thinking seriously about" entering into a CVA.

 

If the points are not added back to the table; representing the club's true efforts on the field in this traumatic season; the League & the FA should be queried in this matter !
