No. All league consitutions are now decided by the FA. The actual leagues themselves have no choice in the matter anymore.

I may have to stand corrected. That is how straight promotion/relegation now works but I understand it may be the case that AFC Hornchurch are being treated as a new club having to APPLY to join a league and that the FA have refused to allow them to apply to a league at Step 4 level. In that case, it probably will come down to a vote at the League AGM.

Strangely enough, I was thinking about a similar thing today... wouldn't it be funny if the Southern League (or any other for that matter)voted NOT to increase their constitution of clubs ? The FA would be in the s****.

I attended a great Ryman meeting a couple of seasons back... Nick Robinson and Alan Turvey along with the rest of the management committee tried to presurise the clubs to accept AFC Wimbledon... the clubs had other ideas... their faces were a picture! (Not sure it was right though)
