I have, from when I was involved with running a youth team. Clubs have to meet a standard and criteria that the FA set. I think it included having qualified coaches, child protection policy, treasurer, and other things like that. When all was in place, the County FA would check it all out, and if ok, a FA Charter Standard Award would be given to the club.Forms used to be available from the County Offices.
