Apparently they were asked for more comprehensive material on the ground for a deadline of January 4th - somewhat harsh, what with it being over the Christmas period, and I believe this is being challenged.

what makes it even worse is that we were told on christmas eve and it dosent make sence them saying they didnt have all the information when they gave the club a recipt saying that they had all the info they needed. another thing is the council know that the project manager is in australia until 9th jan. the club have given the council a letter saying they my bring in the ombisman ect.
