It is some kind of Latin device. They are the letters below the Roman Eagle that led the Roman Soldiers into battle.

 

According to Morecambe and Wise anyway. However I always understood that Q is the newest letter of the alphabet and I have doubts that it was around in Roman times.

It stands for "Senatus populusque romanus", translated as "senate and people of Rome" The "que" suffix represented "and".
