"All been told that the bars/restaurant (if you have one) must stop selling alcohol 15 minutes before kick off, and cannot sell it again until 15 minutes after final whistle (no bar at half time allowed). No alcohol at all to be taken into the ground from the clubhouse either and this applies to all League, and FA Cup games.

 

allegedly two clubs may resign from the league if this decision is not reversed. The new rules come into effect Saturday

That does seem a touch draconian? So if you have been on the p1ss for the previous four hours, that fifteen minutes leeway before the start of the match is going to make everything okay! hmmm.

Also does that apply to corporate hospitality or do they get drunk in a differing manner???

This must be a Premier League/Football League rule (the Conference is, I believe, affiliated to the Football League and does use some of its rules). The only times alcohol gets mentioned in the FA Handbook (well, the 2003-04 edition) is when referring to head injuries and the breath-testing of players (a failed breath test is not a misconduct charge in itself but could get a player some unfortunate consequences). The only mention in the rules of the FA Cup is...

With this 15 min rule, you have to wonder how they manage all that corporate hospitality at Premier League games, really! They don't actually force the people in those boxes to watch the match, do they?

 

The reason for the 15 mins was always to reduce congestion before a game and, I suspect, to allow the people who just want to get tanked up and fight time to find a pub in the area after the game so they can be obnoxious elsewhere.
