I wouldnt even expect this on Enfield playing fields.

The ref made a mess of it, BUT, having watched the rather less edited highlights its clear that Dorking had been persistently wasting time up to that point. So there was certainly some context to this. Taylor knew full well that the ref wouldn't be impressed by him passing the ball on to Briggs and decided to do it anyway - whilst knowing that he was already on a yellow card. I guess the moral is: don't give the ref an opportunity to make a decision like that!
