Leap years

Wasn't there some argument where a really brainy man said that there shouldn't be a need for a leap year as the romans or some people like that got the calenders all wrong and we dont actually have to have a leap year? I think it's just an excuse really so the ladies can ask their men to marry them!!! Why, i don't know, because if he aint already got down on one knee, then he obviously aint worth it!!!
