I would think it likely to be based on either last seasons attendances or the budgets all National League clubs have to submit for the season. The ‘net’ part is likely to be after the deduction of match day costs usually associated with fans attending matches, like stewards. An article on the BBC has comments from Solihull FC saying the average sum required for Premier division clubs will be about £500,000, and £250,000 for a North or South club for a whole season. So it looks as though the National League will be requesting total support for all their clubs of about £2,500,000 per month on the basis of a 9 month season. TBH I didn't know that all NL clubs had to submit a budget for the season. Not sure how any financial support can be based upon a clubs submitted budget.
