If that is the case I would have expected them to say in the resolution something like " Playoffs will take place in NLS and NLN as long as there are at least 4 teams willing/able to participate".

Instead the National League have basically  said that they will "try" to have playoffs, but that you've got to vote this resolution through before we will even consider this as a possibility.

Still smells to me they are trying to stop Ebbsfleet and Fylde from being relegated at any expense ! 

Not opposed to it but still got to be ratified by the FA. as opposed to the Gov which I said earlier.

I suppose participation in the play-offs will depend on the costs involved and if they're affordable without impacting on next season.

Not sure how clubs will gauge affordability if details on attendances, advertising etc. are not known.

I expect you're right Unders.

Just thought it was always the highest placed team would play and be at home to the lowest placed side.

Unders is definitely right. He agrees with me!
The rule you mentioned above applied when the play-offs were between the second to fifth placed sides.
But this season, the play-offs were extended to include the sixth and seventh placed sides who play the fourth and fifth placed sides. The winners of each match then play either the second or third placed sides. Each match is still played at the ground of the highest placed side.
