So pensioners who only have the state pension to live on, and there are some, would have to pay the same as someone who's working?

 

You're right Curtis there maybe some pensioners who have more disposable income than someone who's working but there are also some who don't.

 

Perhaps it should be means tested and the people working/pensioners who have a lot of disposable income should pay a lot more than others who are a lot poorer?
