Help with the Laws Of The Game.

Can anyone assist me with the following.  "taking a throw in".  As the laws of the game been changed regarding the taking of throw ins.  Back in the day when I was a Referee taking a legal throw in involved throwing the ball from behind your head and keeping both feet on the ground.  Is this still the case or has there been a change in the law that I am not aware of.

Over the last couple of seasons I have seen so many throws that I deemed as a foul throw. This is both on the TV and in non league.

I watched the Spain v England Womens match tonight and the Spanish left back took 7 throws that I saw and every time lifted her back foot at least 12 inches off the floor but was never penalised once.  Is it a case of a rule change or are officials just not bothering with it.  Someone must know.

What a superb free kick taken for the disallowed goal away from the goalie and central defenders and not offside.

As far as I know linos were always instructed to watch the throwers feet to ensure both feet were on the ground and not over the line.

 

Countless times I now see linos actually looking along the defensive line when a throw is being taken and not the feet of the player taking the throw.

 

All I can think of is that the linos instructions are coming from the Ref i.e. leave the legality of the throw to me you concentrate on whether a player is off side or not.

I don't understand why officials are ignoring the rules, they are supposed to enforce them.  Is the 6 second rule still there for the amount of time a goalkeeper can hold the ball, Thats another one thats disappeared. I watched a game last season and started counting when he caught the ball. I got to 19 when he kicked it.  Do we have a qualified Ref on this Forum who could shed some light on this.

You are correct on the throw in RR.  I was always instructed as a match official that the Assistant watches the feet and the Ref watches the hands, Clearly does not happen now. Also taking the throw from where the ball goes out of play has also long gone. Throws are often taken 15 to 20 yds up the pitch from the correct place.

As long as a keeper doesn't take the mick I think Refs just ignore that rule.

 

But as you say if the Ref is being assessed why are the assessors ignoring that rule as well?

Again it seems to be an unwritten rule that players can pinch a few yards at throw ins and when they are told to take the throw from the right place they immediately take the throw from the same place.

As a qualified coach I have learnt the rules and been tested. The rule is still sort of around but is now at the referees discretion as to wether they think the goal keeper is deliberately time wasting. The last time I saw it given as a foul was in the Liverpool vs St Ettiene Europa league match a few years ago.

 

 

As to throw ins being taken in the right place, some refs do insist on it some don't. Most referees are now being told to try to keep the game flowing and keep the ball in play as much as possible, sometimes this means you have to let minor fouls like this go.

I agree about keeping the game flowing, But there is a difference between that and a player taking the piss.  I saw a Spanish game last season where the ball went out of play for a defence throw right next to the corner flag. The taker picked up the ball and started walking forward, when he took the throw he had gone passed the  penalty area. Thats taking the mick, But the Ref should be dealing with that but don't. You can't blame the players for taking advantage of weak Refs.

Interesting change of mind, and interpretation, of the handball law by the Italian referee in the England Spain match last night.

The way I took it was the ball hit the leg/foot then went onto the arm so NO deliberate hand ball as it was ball to hand/arm.

I could be wrong but it's the only explanation why a change of mind of the ref (who also said/touched her leg)
