Godalming had been moved in each of the previous three years (IL1S to SLC, SLSW, then SLC again). The FA probably took pity on them. The Leagues Committee says it is reluctant to move clubs in consecutive seasons (there are supposed to be rules on this). Nevertheless, the clubs at this level appear more likely to be moved more often than those at the two levels above (but then there are more clubs and divisions at Step 4 and therefore a greater likelihood of such difficulties).

 

The FA also tries to avoid leaving a single club isolated with near neighbours in a different division. If, say, Slough, Burnham and Marlow were all at Div One level they wouldn't want to split them east and west. That probably influenced the movements in this case. Of course, the result was inconvenience for five clubs instead of one.
