To "regain" his sight?

I've tried to find out about Stevie's sight.

 

Apparently he went blind minutes after he was born but I don't really understand how they know that?

 

There's loads of stories about him opting to have the operation, but none about it being a success, which suggests that he still can't see.

Or should that be his hearing?
