I must admit that I wasn’t aware that Truro had such substantial financial backing & aspirations to be the next Wrexham, but summed up in this BBC article:-

He may have only sold his stake in Cornwall RL last month, but has been running them down for over a year.  A bit of a chancer who gets bored easily is the reputation he is fast getting. Left new owners to pick up quite a few unpaid bills...

I feel we have enough options in midfield now so it’s a no for me. Plus it’s very unlikely he’d be released and signed in such a short space. He’s still good enough to stay at this level and it’ll be interesting to see where he ends up.

The St Albans statement: 'after discussions with the manager Matt Lench has left the club'.

According to supporters Lenchy was their best player so it's more than likely that he asked to leave.  

Coming back to us could depend on the real reason why he left which has never been divulged by the club.

There was certainly more to it than the reason given that 'the club is going in a different direction'
