Am I right in saying clubs have 28 days to reply?

I don’t think it is unusual for 28 days notice to have to be given on voting on a Special Resolution, but that doesn’t mean you have to wait 28 days to submit your vote, and most clubs should be able to submit their preference on vote 1 immediately.

Vote 1 is just asking clubs at Step 1 and Step 2 if they would like to determine the outcome of their own step, and in doing so set aside the current voting structure of 1 vote for National Premier clubs & only 4 votes each for the National North & South divisions, and also set aside the requirement for the 75% majority currently required for a vote to be passed on votes 2, 3 & 4 in favour of a 51% majority requirement.

I would be interested to know why a club would not vote in favour of that, & why they wouldn’t vote on that immediately.

Copied this from the National South forum from Dorking Wanderer which I think puts it in simpler terms:

Still largely getting my head around it, but in the simplest terms:

Poll 1 is basically asking should each step be dealt with separately?
There are 31 votes to be cast, 23 from step 1 clubs (1 each), 4 votes for the whole of NLN and 4 votes for the whole of NLS.
Wrexham from Step 1 are probably abstaining because as a Welsh club they don't qualify for any Sport England funding apparently.

My guess is that Step 1 clubs will predominantly want to decide their own destiny, so will vote FOR this resolution. In this poll, 75% need to vote one way or another, which out of the 31 votes means 24 votes would be needed FOR. Step 1 clubs already have 23 votes (or 22 if Wrexham abstain) so even if Dover and Barnet want null and void and vote tactically against. poll 1 will probably pass anyway.

Assuming (!) Poll 1 passes FOR, then polls 2 and 3 come into play///

POLL 2 asks step 1 clubs to either Null and void OR finish the season. 23 votes (one per step 1 club). 50% needed to decide either way, so 12 votes is the number needed. Assuming this poll does come into play, then I believe step 1 will vote to continue their season. Wrexham abstaining shouldn't make a difference.

POLL 3 asks step 2 clubs to either Null and void OR finish the season. 43 votes (one per step 2 club). 50% needed to decide either way, so 22 votes is the number needed. Assuming this poll does come into play (from Poll 1), then I believe this will be very close - but I suspect there are enough NLN clubs in favour of null and void to end the season. NLN seems largely against playing on, NLS seem more in favour of continuing, but it is close, and you can never predict some clubs like Welling saying lets play on!

POLL 4 is the poll that comes into play if POLL 1 didn't get a FOR outcome. My undestanding is it basically says 'treating all three divisions together, shall we continue or null and void?'
This poll is weighted like poll 1, so 23 votes (1 each) for step 1 clubs plus 4 votes for the whole of NLN and 4 votes for the whole of NLS. So 31 votes. Assuming step 1 massively want to keep going, the weight of their votes plus some votes from NLS in step 2 would probably be enough to swing the outcome of this poll FOR continuing the season.

Just my thoughts of course. Genuine apologies if I have worded anything badly or I have misinterpreted anything, but it's my genuine understanding and I have tried to simplify the process, as much to get my own head around it as for others

The Concord chairman has written to the league confirming that they will not be re-starting league games this Saturday.

He has reiterated that clubs haven't seen any terms and conditions on the funding.

Also stating 'Would you take out a loan without knowing what the terms and conditions are'

If Brennan goes to Barnet I doubt he'll be signing Lenchy.

Barnet FC is an easy journey on bus and tube for me from Iver.  The Hive is a fantastic stadium, but was frequently less than a sixth full for ordinary National League matches when Barnet were doing relatively well.

The affect of the pandemic on their finances and the strength of their playing squad was well documented during the summer.

Former player and experienced manager Peter Beadle was appointed manager before the start of the 2020/1 season but after a 6-0 defeat at Chesterfield on 12th December, he was replaced by another experienced manager, Tim Flowers, who has proceeded to lose all five National League matches that he has been in charge of.

Wealdstone have yet to announce why Dean Brennan left which will be subject to a further statement.

I doubt whether replacing Tim Flowers at Barnet would be a positive move for the club.
