At least in SSML the top 3 have applied which is right. The other leagues with 8 applicants are living in a dream world. Applications usually have to be in by December and your ground inspected by the end of March. Once your ground has been passed you don't need an inspection for another 3 seasons (I think) so it may be some of those are just applying because they can for a nominal fee rather than having to do the full inspection & bear that cost.
