To provide more games and thus a small boost to operating income potential for Division One sides whom usually have much fewer league games compared to those in the Premier Division. Similar to the old Full Members Cup in trying - and failing - to provide extra fixtures in lieu of the ban on English clubs competing in Europe in the 80's.
