Thanks again for your reply Gluck ab,the substitution was made immediately after the Free kick was awarded,the Referee stopped the game for this to be done.The keeper was beside the ball for 20/30 seconds,awaiting I presume a restart whistle(does that happen anymore) for free kicks?No whistle or signal was given,before he was booked, for the game to restart.Maybe this is not a requirement in the Laws of the Game.

A Whistle stops the game,should a whistle not restart a game?Take a Free kick,Corner,Penalty,when you like Rules apply now do they.

"For free kicks it is necessary to blow the whistle to award the free kick, but it is not necessary to blow it before the free kick is taken. A quickly taken free kick is part of the game and should not be discouraged. The exception to this is if you tell the attacking team to wait for your whistle so that you have enough time to carry out some other chore you may have, such as showing a red or yellow card, or moving a wall back 10 yards. If the player does not wait, you should show them a yellow card for unsportsmanlike conduct and have the kick retaken. This is probably a bit harsh for the younger age groups"

Smudge, on the delaying the restart bit... I wasn't there, and will try and put a refereeing point of view across...

 

Firstly, you are absolutely correct in that the key phrase is 'delaying the restart'. I always consider whether anything has actually been delayed. For example, if I've decided it is 'on the whistle' for whatever reason (typically, things might be a bit heated and I want a few moments to let things settle), then if the ball then gets kicked 10-15 yards away, nothing has been delayed and I'm not getting the cards out. I'll obviously explain this to the players if queried. However, if a player has petulantly booted the ball away then that is dissent and I'll take a different approach depending on the situation. That could be anything from a word to a caution depending on match temperature and 'previous' !

 

In this case you mention, I think what is key is WHEN was the substitution request made? Was it made AFTER the goalkeeper had taken his time to position for the free kick? If so, the player has already committed the offence (and possibly by totting up if he has already been warned) so is due the caution. Personally, I would administer the caution before allowing the substitution to take place -- otherwise, it just looks bad in the way that has prompted this thread in the first place.

 

Goalkeepers will typically slow the game down when their team is ahead and time is running out -- that's all part of the game. Proactive intervention by the referee can stop this and hopefully mean no cautions are needed. However, it's also possible that a player may 'take one for the team' - if the team are taking it turns to do throw-ins, and getting longer and longer with them, and have been warned, and it happens again... well, it gets sorted a different way rather than issuing a friendly warning.

 

The bottom line for me is that a caution for this should never seem 'harsh' -- it should be obvious to onlookers that either (1) The offender has just done something VERY blatant, or (2) Has been audibly warned several times and tried to do it again.
