Nightmare Scenario.

If a team does not have the correct grading then they won't be promoted.

Similarly, and according to the FA rules, any team which does not meet the ground gradings for next season will be relegated.

That could mean eight teams forced down to Step 7, and the league having to find 8-12 sides to replace them. However, that would be a very difficult task, and it may prove wiser to extend the deadline.

I've already asked (on other threads) which sides could come in.

With 6 of the top 10 currently in Div 1,not having the correct Ground grading for promotion to the Premier Division.Should the League make provisional plans to promote the 3 highest placed Teams, with ground grading in place?

Rules only allow teams finishing in the top 3 with correct grading to be promoted. Correct grading has to be in place by 31st March, so plenty of work being scheduled soon I would suggest.

Adam, other Step 6 local Leagues have the same problem (e.g. Hellenic). Wouldn't be beyond the realms of possibility that the graded Clubs from each League are herded together and the ungraded one get moved down a level to Step 7. The FA now control Step 6 allocations (the Leagues used to) so expect some forced movement of Clubs between Leagues

Is that a F.A Rule G.F.?

League rule Smudge, but you can't change them mid-season and the FA would need to ratify the change.

ii) The Competition will accept the champion club, the runners-up and the third place club from Division One into the Premier Division, providing that they meet the standard grading requirements for entry to the Premier Division of the Competition.

So no extraordinary meeting can be called to change rules?

ALTERATIONS TO RULES

No alteration to the Rules shall be made until they have been approved by The FA. Alterations to Rules shall only be made by special resolution passed at a general meeting of the Company in accordance with article 26 of the Articles of Association of the Company.

Proposals for alterations to Rules, together with the name of their proposers and seconders, shall be received by the Company Secretary not later than 31st January prior to the date fixed for the annual general meeting of the Company in each year or not later than eight weeks before the holding of an extraordinary general meeting called for the purpose of amending the Rules.

So Guernsey met the Grading requirements then?

So they could be changed by calling an extraordinary general meeting.

It is too late for this season Smudge - work on the principal that the FA won't allow goalposts to be moved mid-season. The FA will control promotions from Step 6 from now on, so the League can't even determine whether finishing top 3 CCL Div 1 will mean promotion to CCL Premier - could be for example that AFC Croydon finish 3rd & get promoted to Kent League.

So if a Club had no stand would they get promoted?

Unlikely, as you'd need that as well as floodlights to get to Step 6 from next season.

Greenfingers is right, and this could well happen, however you would have the same scenario as the Wessex League 1 at present - 16 sides and an uncompetitive league.

I spoke with Wendy Juggins recently, who is the League Secretary of the West Midlands Regional League, and she strongly favours a 22-22 approach at Steps 5 and 6 nationally. It would be difficult to see who could fill in the gaps, were the axe to be wielded on non-floodlit clubs at Step 6.

Blimey, it's like being on Non League Matters!

No, more likely to get relegated if they don't have the minimum 50 seats in covered accommodation required to retain Step 6 .

2. SPECTATOR FACILITIES

2.1 Spectator Accommodation

Development, other than hard standing, may all be on one side of the ground.

Covered accommodation, which should preferably be on 2 sides of the ground, must be of sound

construction of timber/steel/brick/concrete or any combination of these materials. Existing timber

stands are only acceptable subject to a fire risk assessment conducted by a competent person.

The minimum covered accommodation must be 100, of which at least 50 must be seated and located

in one stand. Whilst individual seats are preferred, bench seating may be permitted provided that it is

in good repair and that individual spaces (min 500mm) are clearly marked.

The 50 seats must afford a good view of the pitch and be clean, functional and in good condition.
