Not as far as i'm aware.

 

Referees at Step 5 (Level 4 referees doing middles in the CCL Premier Division and lines on Step 4 Contributory League games) must pass a fitness test which comprises a minimum of 2600 metres run in 12 minutes and two 50 metre sprints in under 7 seconds.

 

Referees at Step 4 (Level 3 referees doing middles on Step 4 games and lines on Step 3 games (Conference South / North / National)) must pass a fitness test which comprises a minimum of 2700 metres run in 12 minutes and two 50 metre sprints in under 7 seconds.

 

Referees and ARs at the professional game level do different tests completely which are based on the fartlek principle which was mentioned in a post in a different thread previously.

 

As with any average score you will have lower and higher scores contributing to it so it's not really a question I could answer precisely. Suffice to say, some officials are fitter than others in the same way some players are fitter than others.
