Because you normally have your best starter on the first leg. It is also a lot different running a bend than a straight. Typically your 100m specialists (Gemili, Chambers,Christie) run the straights and the better 200m runners do the bends. Which would have left him doing leg 2 which has 2 changeovers. Quite clear why he was on leg 4.

 

It was a mistake, which isn't uncommon as the Canadians showed in the final.
