Having read the guidance notes http://www.hertfordshirefa.com/NR/rdonlyres/D2940598-B54F-40FC-B0AD-545D31E94B19/0/RepeatedSubstitutionGuidance.pdf IMO this scheme will be entirely voluntary and of course if Leagues chose to adopt it then it must be passed by a vote by the member club's as a rule amendment at the League's AGM

In answer to your question Pete, it appears that the league hasn't fully thought it through. I am attending a meeting in a few weeks and am interested in how this is going to come about. I am so not looking forward to it

 

Have the Clubs voted this trial through at the AGM?
