While a Beano or Biggleswade joke was inevitable there (and part of the reason I chose that particular lyric), it really is a line from a song.

 

Granted, it is a song slightly more obscure (and recent!) than The Message, but the song the lyric comes from was a charting single from an award-winning album.

To my disgust as it's older than 1990, I know that one Beano. Nevertheless I'll keep quiet, and wait for someone else to call it.
