I think there's more to the appointments of refs (Level 4) in the CCL Prem Div than solely looking at the names against fixtures in one month. Other factors to consider during that period include availability, Level 4 refs being appointed as ARs on Contributory League games and to FA Cup, Trophy and Vase games, short-notice reappointments where the original referee has dropped out and the necessity for Level 4 refs to have a minimum number of games in a marking period so that their performance is genuinely (and fairly) assessed over a sufficient period of time and not on the basis of one or two games. All of these factors, and others I may not be aware of, need to be considered.

 

All told, assessor and club marks are collated by the league and FA and promotions / demotions considered on the basis of that information and the bandings (A-E) within which referees are placed. In a professional league where staff are available full-time then even more refined appointment processes may be in place.

 

Not having seen your first example, you accept then that deliberate handball (which you state was worthy of a caution) is acceptable in some parts of the field of play but not others and that the player should get away with it? In effect, is this not an unequal application of the law? And does that not lead to accusations of inconsistency which refs are often accused of?

 

Not having seen your second example, but reading other posters descriptions of it, I agree a 'bundle' type celebration is not worthy of a mandatory caution. Which of the participants would you caution? The one at the bottom of the pile or the last player to join it? Common sense should apply.

 

I agree that sometimes referees do themselves no favours at all but equally players don't either!</p>
