Having had to contribute to the odd speech or two for Ministers in my days in Whitehall, I fear for the poor sod who thought he/she was on to a good one with the cat story!

 

Time pressures mean that little research is possible prior to the deadline for such speech material, but this one was a disaster waiting to happen!
