vp, in fact any league can use their own constitution to state non acceptance of groundshare rules. the wessex is a great example. despite repeated requests from member clubs and pointing out the 'fa' rules at every agm, the wessex will not allow groundsharing of any sort for any period of time at all.

Surely the FA sanction League Rules. If they wanted, they could refuse to sanction rules that don't conform to what they as the governing body want

Really? I can't see how it's been debated at every AGM as the rules were only applied across the board from the start of this season as far as I'm aware. Leagues have to agree to be bound by the rules of the National League System each year or else they're out. Of course, they're welcome to operate outside the pyramid system like the Amateur Football Alliance or the Suburban League but I can't see the members of the leagues currently in the system allowing that to happen.

 

What happens to a step 4 club who groundshare and get relegated into a step 5 league where, allegedly, it's not allowed? As the FA put promoted and relegated clubs into suitable leagues these days I can't see a league getting away with refusing to accept a team because they groundshare.

We may find out this season with Horsham YMCA although it wouldn't be outrageous if they did join the CCL.

 

Just a f'rinstance, say the CCL and Kent Leagues had a ground sharing ban as well. Where would Horsham YMCA be placed? Essex? United Counties? Western? Of course not.

 

Anyway, Wessex League Rules 2010-11 from their website.

 

A Club may share its ground (subject to the provisions of Rule 4.12) with another club

(including a club engaged in another sport) providing, in the case of any football club,

the club playing in the most senior competition has priority of fixtures and, in the case

of any other club, providing the Club has priority of fixtures. Ground sharing is

permitted but not in order to gain promotion or to avoid relegation.

Whilst most of the FA rules are mandatory threr are some that are not and it is left to each league as to whether they want to include these in their rules.

 

Whitelaw posted this in March 2010 which mentioned that the new rules were being adopted in the summer:-

 

Just to pick up upon the comment about the rules, unfortunately these days neither the clubs nor the League have too much scope to alter them. We have to operate in accordance with the FA's "standard rules" which quite frankly are designed for leagues playing at higher levels and very often not particularly relevant to Step 5/6 football. I understand we are about to get a shaft of new rules down from the FA and we will have no choice but to accept them. For those of you who have a league handbook, we have also been told that we must remove all the "interpretations" that are currently included, despite the fact that many of them in my view are perfectly sensible and adapted to cater for the real situation in the CCL. One simple example is that we state in our interpretations that kick off times in the winter for Div 1 clubs without lights will be 2.00. We have to get rid of that so in theory next season all clubs kicking off earlier than 3.00 will technically be in breach of the rules.

 

 

As far as I'm aware, the leagues can run their cup competitions how they like, they can have their own tariff for fines, but I think the FA even say a maximum and minimum figure for everything these days and that's about all they can do.

 

I'm sure if someone got hold of this season's Sussex League handbook then you'll find they've adopted the new rules as well, including the ground sharing one.

I don't know this for certain and I could be wrong but I have a feeling I'm not.

If my calculations are correct, Dorking need one more point to confine Bookham to relegation. 3 more points for Croydon will mean that Bookham will finish bottom.

 

Bookham need to win their last two games to stand a chance of avoiding finishing bottom.

 

Banstead need a point to mathematically avoid the bottom three, but their goal difference should be sufficient.

As for my lot, mathematically 4th place is acheivable but relies on winning all remaing games, Molesey not getting any more points this season, and Hanworth not winning all their remaining games. A win for Molesey against us on Thursday will guarantee them a top 4 finish which Camberley have already acheived.
