If the player is registered (whether or not he plays) then he'll need de-registering / transferring (FA Rule C 2 a (ii)

A 7 day approach letter is mandatory in ALL cases of proposed transfer, where the transfer is between ANY clubs who are registered with their County FA as being 'Saturday Clubs'. Similarly, the same process applies between two 'Sunday Clubs'. So, as an example, a CCFL club wishing to approach a player in, say, Hellenic League must send a 7 day approach letter. Or a Ryman club wishing to approach a CCFL player must send a 7 day approach letter. In the case of serving HM Forces, currently playing for Forces sides, the approach period is 14 days.

Clubs can, or course, mutually agree to waive the 7 day period. Clubs can also mutually agree to dual register a player from another league, in which case the dual registration can be documented by a simple exchange of e-mails.
