  1. Any club wanting to be promoted to Step 4 must inform their Step 5 league in writing, before the 31st December 2010. Any club not applying for promotion by 31st December will not be considered for promotion (except in exceptional circumstances*).
  2. Any club applying for promotion must have stadium meeting at least Grade E, make improvements to meet grade E or have a groundshare arranged for a stadium meeting at least Grade E before the 31st March 2011.
  3. No club can use a ground-share arrangement to achieve promotion.

Im assuming that Witham and Enfield 1893 have applied,shame that Burnham,Barkingside and Bowers are too far behind to achieve a top two placing
