Don't AFC Hayes operate on a similar basis? I think the situation, at least a couple of seasons ago was that they paid only 2 of their players who were on contracts.

 

I have to say though I don't think the league/FA has helped them by moving the likes of Sutton Coldfield and Romulus, their nearest neighbours and rivals, and leaving them as the most northerly club in the league when they should have been moved along with them too.
