A few bits and pieces that may be of interest.

Croydon Municipal FC

The resignation of Croydon Municipal FC was formally noted at a Management Meeting on Monday 12 July 2010. Division One will now run with 19 clubs in season 2010-2011. It would not have been possible to introduce a replacement club as Rule 13.8 specifically precludes this where a club resigns between the date of the AGM and the commencement of the season.

So long as they have not already signed for Croydon Municipal for the forthcoming season, players from that club are currently free to sign for any other CCL club.

Fixtures

The Ryman League fixtures are now unlikely to be announced on Wednesday 14 July, as previously advised by the Ryman League. This is due to the situation involving Grays Athletic FC, and I understand that their fixtures may not now be released until sometime next week.

Due to the number of clubs we have sharing at Ryman grounds, that has a significant knock-on effect for our League and is likely to delay the issue of our fixtures. It may now be that we will have to announce the opening 2-3 weeks fixtures with the remainder to follow on as soon as possible.

Results

Roger King, from Cove FC, has volunteered to ensure that match results are input to both the official site and the Mitoo site as early as possible on Saturday evenings in the new season. Roger needs time to learn the “mechanics” but once he is up and running, the League’s results should be available more quickly than has previously been the case.

Grays '2nd Appeal' being heard by the FA Thursday, (15th. July)

I have sent this message to Club Secretaries/Chairmen this evening:

Just a line to keep everybody updated on the fixture front.

I have made good progress since finally being able to make a start last Friday and hope to be able to announce all the fixtures this coming weekend, maybe even earlier.

Due to the odd number of clubs in both divisions, there will obviously be two teams out of action, one from each division, on most Saturdays. I have tried to even this out over the season as much as possible.

The way that it has worked out is that the two clubs without matches on Sat 7 August are Dorking in the Prem and Frimley Green in Div 1, in case they wish to arrange friendlies. Everyone else will have a game although I would like to thank those clubs who volunteered not to play.

I have not yet looked at Reserve fixtures but there will be a very depleted list on 7 August due to a lack of grounds left available for reserve teams. I will advise further on this asap.

The fixtures for the season were released to League Officers and Club Secretaries at 11.00 this morning so I'm sure they will soon be known to you.

You may be interested in the notes that accompanied the fixtures, as follows: (sorry they are so long)

Release Date

The issue date of the fixture list for season 2010-2011 is 22 July 2010, one day earlier than last season. The ever expanding number of clubs in ground share situations means that the necessity of waiting for “higher” leagues to issue their own fixtures before ours can properly commence is unlikely to change in the foreseeable future.

Changes!

There are two significant changes as far as this season’s list is concerned.

The first is reflected in both the Premier Division and Division One in that ALL pre-scheduled midweek matches have been dated prior to Christmas, the obvious effect being that there will be more midweek slots available later in the season for re-arranged matches should we have another adverse winter. The “downside” of this is that one or two fixtures are “squeezed” a little, i.e. team A having played team B will find themselves playing the reverse match a little earlier than might be expected. It is only one or two fixtures that are affected in this way though and should not really cause a problem.

The other change is in Division One and the Reserve Section only as it is not relevant to the Premier. It is that, with a slightly reduced number of clubs in Division One this season (19 this season, 21 last) and the significant drop in the number of reserve teams, just 14 this season, there will be no early evening kick-offs at the start of the season at those grounds still without floodlights. I hope that in general this will be welcomed.

Start Date

There will be a full programme from Saturday 7 August onwards in the senior sections.

Because certain clubs cannot start at home on time, it means they have to be given away matches which in turn can result in other clubs having a disproportionate number of home games at the start. I am not sure if this is seen as a problem by the clubs concerned, but that is the reason for it if you are affected.

When we bring new clubs into the League they are always asked if they can start on time and it jeopardises their entry into the League if they cannot do so. It is only fair, therefore, to warn existing clubs once again that an inability to start on time may become a significant problem in future seasons.

End Date

Step 5 Leagues such as our own are under pressure to complete the season in good time for the FA to consider promotion issues etc. This season our Premier fixtures conclude on Easter Monday 25 April with the following midweek and Saturday 30 April held in reserve should additional slots be needed. It is desirable, especially in the Premier Division, that all clubs finish on the same day but there is no guarantee that this will happen.

Fixtures in Division One where promotion arrangements are “internal” may go on beyond 25 April if the need arises.

Midweek Dates and Midweek Kick-off Times

A list was sent to all clubs recently, indicating each club’s preferred midweek evening and preferred kick-off time. There is only one alteration to this list, in that Farnborough North End will commence their home midweek evening matches at 7.30 p.m., not 7.45 p.m.

Although efforts are made to some extent to prevent too many long distance trips in midweek, there are always a few fixtures that have to be scheduled for midweek when, ideally, they should be scheduled for a Saturday. As a senior league, clubs are asked and expected to take these in their stride. In the Premier Division in particular, clubs vying for promotion can use any longer midweek matches as a “rehearsal” should they be successful in being promoted, as plenty of long midweek trips can be anticipated at Step 4 level!

League Cup Draws

The opening two rounds of the various competitions have been drawn and circulated. As many matches as possible in each round in the Premier Challenge Cup will be played within the same midweek this season and dates for each round have been identified on the fixture list.

County Cups

Once again I would acknowledge receipt of the County Cup draws received from both Hampshire and Surrey FA’s, which is of considerable advantage, e.g. in the Surrey Intermediate Cup, 1st Teams can be allocated an away match if it is known that their reserves are due to be at home on the Saturday concerned. Once again clubs are urged to take advantage of last season’s rule change in Surrey allowing Intermediate cup matches to be played in midweek if lights are available.

Middlesex County FA have not released any cup draws as yet and this will inevitably have a disruptive effect upon Division One fixtures as I have not been able to take matches in their Premier Cup in particular into consideration.

Postponed and Re-arranged Matches

With 1st Team Premier Division matches, the same principle will be followed as has been the practice in recent seasons. Unless there are unusual circumstances, any game postponed for whatever reason will be immediately allocated a new date by me and this will show upon the first available weekly bulletin after the postponement. (i.e. on the Sunday bulletin following a Saturday postponement).

If the two clubs concerned wish to suggest a mutually agreeable date themselves, this will be taken into consideration but you will need to act “fast” (i.e. advise me of any proposed new date before midday on the Sunday following a postponed Saturday game).

In Division One, postponed games will generally go into a “pool” to be re-arranged whenever there is an opportunity to do so. As with previous seasons, the Div One fixture list should be regarded as a basic framework which will be amended whenever appropriate to ensure as many teams are in action on any given Saturday as possible. This principle will, if necessary, override all other considerations, e.g. two clubs playing each twice in quick succession. It is anticipated, therefore, that there will be a significant number of changes to the Division One fixture list as we proceed through the season, as a consequence of cup draws and postponements etc. Once all Division One clubs have floodlights, we will be able to follow the same procedure as happens in the Premier Division.

Clubs shown without a match in any particular week should not assume that they will not have one allocated later on, as there can be changes for many reasons. Although every effort will be made to give as much notice as possible, it is only after you have received the weekly bulletin that you can be sure about the following week’s situation.

Once again, any match can be brought forward if the opportunity arises and there is mutual agreement between the clubs concerned. This includes Bank Holiday matches. The only proviso is that any such request must be made in sufficient time (at least 14 days) to allow match officials to be organised.

Matches cannot be put back, except by permission of the Fixture Secretary, which will not generally be forthcoming, unless there are very good reasons for doing so. Weddings, holidays etc. are NOT considered to be a good reason for re-arranging games.

Goal Scorers and Attendances

NEW CLUBS TO TAKE PARTICULAR NOTICE PLEASE

All Premier and Division One clubs playing at home in 1st Team League or League Cup matches are required to advise details of scorers’ names etc. for both teams, plus the time of the goals and the match attendance to the Fixture Secretary before 12.00 noon on the Sunday following a Saturday match. Anytime the following day will do for midweek games. Ideally this should be e-mailed or faxed and a “template” form will be issued with the first weekly bulletin.

Away team officials can, of course, assist the home team by writing down the details for their own team and passing them over at the end although this does not relieve the obligation of the home club to ascertain these details.

Some clubs provide the same information for their FA Cup/Vase /County Cup matches and they are welcome to do so. Any information received will usually be printed but it is not mandatory for “outside” competitions.

Friday Evening Matches

Last season only two clubs showed an interest in bringing the odd Saturday match forward to the Friday evening but in both cases attendances were higher than might have been expected on the Saturday. No matches have been scheduled for Friday evenings in the list but any clubs interested in the possibility are welcome to reach agreement with their opponents to bring any particular match forward to the Friday evening if they wish to do so. It does require mutual agreement and is of course subject to the availability of match officials. Early notice of any proposed change is, therefore, vital.

Mailing Lists

All bulletins etc. will be despatched by email to Club Secretaries, Chairmen and all other club officials listed in the handbook with an email address, unless anyone (other than the Secretaries, of course) wishes to opt out.

There are separate mailing lists for match officials, assessors, league officials, media etc.

I have updated the mailing lists accordingly but secretaries are welcome to advise me of the email addresses of any bona-fide people within their club (managers possibly?) to whom the bulletin should also be sent.

For the benefit of the new clubs, a weekly bulletin is issued throughout the season, usually around Sunday lunchtime, containing results, forthcoming fixtures, alterations, re-arrangements, league tables etc, and there is also a monthly match officials bulletin advising appointments. Because our referees’ secretaries have to wait until appointments are made at higher levels it is sometimes the case that the appointments are not issued until the “last minute” and you should also be aware that I simply copy what I receive from Stuart (Collins) (referees) and Phil (Nash) (assistants), so any queries concerning match officials should be directed to those two worthy gentlemen.

The weekly bulletin will continue to be the tool by which Clubs find out about any fixture changes etc. The new date for re-arranged matches will appear in the bulletin at the time of the re-arrangement and then not until it is within the two week period when the match is due to take place. Secretaries will, therefore, need to take careful note of any re-arranged dates at the time of the re-arrangement. This helps to reduce the size of the bulletin.

There is also a midweek bulletin most weeks, issued on a Wednesday morning, with the previous evening’s results, etc.

Many current followers of the League will not have known him, but sadly Life Member and ex-League Chairman Bill Lale died in the early hours of Saturday morning, 20 November after a long illness.

Bill held many posts within the League and was Chairman between 1980 and 1989 and again from 1996-1997. He became a Life Member of the League in1983 and in his younger days was a well known referee. After retiring to Sussex, he continued to take a close interest in the League right to the end and last year received a 50 year service award from Surrey County FA.

More details to follow when known.

Weeble/Smudge

Thank you for the good wishes, which are greatly appreciated. I would like to send my best wishes to all readers of this forum for a good Christmas and maybe even a bit of football in the New Year although we're not giving up on Dec 27/28 yet!

I would often like to become involved in some of the debates that go on here but I hope you understand that it is sometimes difficult. I have to ensure that my fellow officers and the clubs are properly informed in the first instance about this or that and if I express views rather than facts it is probably inevitable that they would be assumed by some people to be the League's own views, which would not be right and is certainly not always the case. I will try though to continue to offer information when I can.
