I don't think there was a reason for Tony Flow, just something the singer made up, although the Tony could be in relation to his name Anthony.

Is this to do with the QPR mascot, which was a black cat the spraypainted grey in order to avoid bad luck, but the spraypaint went wrong?

Excellent answer EUFC - The Italians (now majority shareholders at Rangers) are very superstitious, and a black cat is deemed 'bad luck'. Jude (named after the original team St Judes) suffered a "respray" which turned him a light grey, and has now disappeared completely!
