Right ! I'll try this one of the top of my head without using The Web.

 

If memory serves, it was in England and it was a massive 4 m.p.h.

England is the place I had on the card but the speed limit was surprisingly higher (although that should not be taken to mean stupidly high).

D.H. is probably correct, I seem to recollect him telling me that he remembers reading about in in the paper. Sometime before the Titanic disaster.

Again not the answer I had. My source really could be pretty crappy. They indicated that the regulation was imposed in England in 1903. Somewhat higher than 2mph.

David is of course spot on although the answer I had was the 20mph one given by Harry and referred to on the link.

 

I am going to stop relying on the T2 as the source of my questions as they seem to be regularly wrong.
