He could leave us for free to any club next summer though.

If his situation is anything similar to Sammy or Tony, he wouldn't have to wait until next summer. Non-payment would result in breach of contract, and therefore, Steve would be able to walk away for nothing at any point should he choose. Given how long he's been at the club now though, they're obviously doing something right for him otherwise he'd most proboably have gone a while ago.
