March transfer/loan 'window'

Am i right that in early March there is a cut off date after which no further transfers /loans are allowed;unless absolute emergency.(goalkeeper )

 

I read that IOC still trying to get one or two 'in', but if i am correct about the 'cut off period-that date must be fast approaching.

 

Does anyone know the true facts of that ?
