I read that maidstone game off as pitch frozen.

This is probably a very stupid question, but I'm going to ask it anyway. As we all know this is a semi-professional league, which, I assume, means that the officials are semi-professional as well. With this in mind and a fair chance that the referee for tonight is gonna be working or at best travelling at 4 pm, who is responsible for making the pitch inspection? As I understand the referee is the person responsible for deciding if a pitch is of playable quality, just as it is the referee who is the only person who can decide if a match should be abandoned. If that is the case, how can someone elsethen decide if the match is played tonight?

The club usually gets in a local ref Fred who decides if game can be played. Then match ref could still postpone it when he gets to the ground, I believe.
