they were going to build 3 and four story houses but they figured if there was a fllod everyone from the bungalows would pile into the taller houses causing mayhem rioting etc etc.. the figure from a public order point of view it was best for everyong to drown equally... mind you EFTFTV could be right my old house did have 17 basements
