I've always liked the idea of getting petty teenage criminals (joyriders, vandals etc) lined up in front of the Town Hall on a Saturday morning, 9.30am, and give them 25 lashes, Singapore style.

 

Humiliate them. They won't be doing that again. A little harsh? Maybe, but it's the only way these little fkers will learn.
