The laws of the game are crystal clear. Law 12.

If the Rothwell Town player deliberately attempted to score from the dropped ball then the player should have been cautioned for unsporting behaviour and an indirect free-kick awarded to Hullbridge Sports - goal disallowed. The benefit of the doubt in this case should always go to the defending side, as the attacking player can be presumed to be sufficiently competent to be able to return clean possession to the other side. Incidentally, giving the ball back by playing it into the corner and pressing the resulting throw-in is also unsporting behaviour.

A referee who allows this type of goal presumably will never caution a player for unsporting behaviour.
