Dulwich is (just about) in Surrey. Surrey runs from Richmond along the Thames to Southwark.

I spose MV/SCR might have been too late - or maybe hadn't found a name for themselves they liked in time?

I think your right on the MVSCR being too late to enter but also I would guess that its because they have only limited "senior" status in the CCL Div 1 and because they have not been deemed a senior club by the Surrey FA hence thay cannot enter a senior competition such as the vase.
