It's all about coroners, and how they classify (and what causes them to classify) deaths as suicides. The coroner is imposing his own reality upon what he sees as a suicide, and thus calls it as such, even though no deaths are identical. Phenomenology would argue that there is no reality, and therefore there is no suicide, let alone no suicide rate. Steve Taylor's a good one to use on suicide, with his book 'Persons under trains' I think it's called. From memory, of 32 deaths where no suicide note was found, and no-one witnessed the death, 17 were classed suicide, 5 were classed as accidental death, and 10 were classed as open verdicts, illustrating that coroners decide for themselves whether a death is a suicide or not (obviously because you can't ask the dead person if they killed themselves or not). Coroners can be influenced (by families saying he/she had no history of being depressed, was a likeable person, very social, many friends etc).
